Capacity building in applied and demand-driven taxonomy

CONSCIOUS that the ongoing decline in taxonomic capacity has created a widely recognised Taxonomic Impediment to the equitable and ecologically sustainable use and conservation of biodiversity;

WELCOMING the adoption by Parties to the Convention on Biological Diversity (CBD) of the work programme of the Global Taxonomy Initiative (GTI) in April 2002 (CBD Decision VI/8);

RECALLING that the World Summit on Sustainable Development (2002) highlighted the importance of the Global Taxonomy Initiative in realising the target of significantly reducing the rate of biodiversity loss by 2010;

NOTING that the GTI work programme depends for its success on capacity building;

NOTING the key role of regional and global technical cooperation and technology transfer in cost effective capacity building;

AWARE that IUCN is a significant end-user of taxonomy, is at the forefront of making taxonomic information widely available through its Species Information Service and that many components of IUCN’s programme (thematic, regional and Commissions) have a strong dependence on or inter-relations with taxonomic expertise and institutions;

NOTING that IUCN, through the wide use of taxonomic information and expertise by its programmes and membership, is uniquely positioned to advise on the most urgent taxonomic demands of end-users;

AWARE OF IUCN’s keynote contribution to the Third Global Taxonomy Workshop (organized in 2002 by BioNET-INTERNATIONAL, the CBD Secretariat, UNESCO&Man and the Biosphere (MAB) programme and the Secretariat of the International Plant Protection Convention) and the resulting Plan of Action for demand-driven taxonomic capacity building in support of the GTI work programme; and

RECOGNISING the urgency of capacity building to make taxonomic expertise, resources and information freely accessible in a timely manner and in forms required by users; The World Conservation Congress at its 3rd Session in Bangkok, Thailand, 17-25 November 2004:

1. ENDORSES IUCN’s contributions to taxonomic capacity building, including its involvement since 2002 in member and partner-driven initiatives in support of the Global Taxonomy Initiative (GTI);

2. REQUESTS the Director General to continue supporting IUCN’s involvement in promoting and delivering taxonomic capacity building, especially where this supports the implementation of Multilateral Environmental Agreements (MEAs);

3. RECOMMENDS that IUCN and its members actively participate in and help develop the GTI including, as appropriate, via participation in its Coordination Mechanism; and

4. CALLS UPON the Director General and the Commissions to work with members to identify potential synergies and taxonomic capacity building partnerships.

NEW CALL FOR PROPOSALS FOR LOCAL LANGUAGE FIELD GUIDES FOR ASIA, AFRICA and LATIN AMERICA and the CARIBBEAN

To date the World Bank has funded more than 50 local language field guides. Many of these have been funded through the Forests/Biodiversity Window of the World Bank/Netherlands Partnership Program (BNPP). A recent call for proposals in July 2004 led to submission of more than 170 proposals from Asia and Africa, reflecting the extensive demand for local language field guides.

In response to this demand, the MacArthur Foundation has generously awarded the Bank an additional $200,000 towards the production of local-language fieldguides. On this occasion ALL countries in East Asia and the Pacific, South Asia, Sub-Saharan Africa (including Madagascar), and Latin America and the Caribbean are eligible. The project will be managed within the Bank in order to maximize the money available for the fieldguides themselves.

This call is additional to the July call - proposers do not need to resubmit previous 2004 submissions - we will automatically carry them over for assessment under the new funding.

The new funds must be used for products completed before December 31, 2006. We expect to receive proposals in a range between $10,000 -20,000, but we will be happy to see smaller grant proposals also. No grants in excess of $20,000 will be entertained. Co-financing arrangements are strongly encouraged.Given the limited funds and limited time for completion, priority is likely to be given to translation of existing guides, though with every encouragement to revise them, produce locally-relevant introductory sections on sites, institutions/clubs, cultural links, threats, conservation, observation methods etc. and to modifying existing guides to make them relevant to neighboring countries where appropriate.

The project will support the production of the following:

§ Taxon-Based Guides: Comprehensive local-language fieldguides for single taxonomic groups of flora and fauna;
§ Theme-Based Guides: local-language fieldguides dealing with groups of commonly-seen species that are often found in association with each other (for example, 'garden and field species', 'wetland species', etc);
§ Geographically-Based Guides: local-language guides to the flora and fauna of particular protected areas or other specific sites of conservation interest.

All proposals must be received by 14 December 2004 and will be reviewed on a competitive basis by a group drawn from World Bank biodiversity staff and NGO conservation practitioners. Successful applicants will be notified by January 25th, 2005. Given the limited period over which the funds may be used, it is likely that priority will be given to the translation and modification of existing guides or manuscripts.

In reviewing the proposals, particular attention will be accorded to the following factors:

§ Demonstrated need,
§ The potential for using the fieldguides to encourage and support biodiversity conservation,
§ Procedures for ensuring scientific quality of the text and illustrations,
§ Procedures for ensuring local-language quality (particularly in the case of translations),
§ The availability of publication/re-publication/translation rights,
§ Cost effectiveness,
§ Availability of co-financing.

Proposals should include the following information:

Title of the Proposal

Background and Justification
This section should clearly demonstrate the need for the guides and should contain a brief assessment of the current fieldguide situation in the concerned country or region.

Objectives
This section should briefly list two or three objectives which the project hopes to achieve through the production of the proposed fieldguides.

Description of the Proposed fieldguide
This section should, as far as possible, include the following information:

§ Title of the fieldguide
§ Author/s
§ Language (local-language only, or dual)
§ Thematic focus;
§ Scope and coverage (all species, or only the commonly seen ones)
§ Description of contents (including any special features/additions of locally relevant information)
§ Type and number of illustrations
§ Likely size of publication (physical dimensions) and length (number of pages)
§ Number of copies to be printed (recognizing that most people underestimate this)

Production Process
This section should briefly describe the steps that will be taken to produce the guides and ensure their overall quality. The following questions should be addressed:

§ Will the fieldguide use new text, or will it be based on the translation of existing text?
§ Will the fieldguide use new illustrations, or will it make use of existing illustrations?
§ Will it be necessary to obtain translation/re-publication rights or letters of authorization? (If relevant, please contact the original publishers for an indication of terms and conditions. Some publishers are willing to be very generous for local-language guides.)
§ What steps are to be taken to ensure the scientific accuracy of the guides?
§ What steps are to be taken to ensure the quality of the translation?
§ Where - and by whom - will the guide be printed?
§ Who is the likely publisher/distributor?

This section should also describe any previous experience which the organization may have had with the production of books or printed materials.

Dissemination and Pricing Strategies
This is a key section. It should clearly describe the steps that will be taken to distribute and disseminate the fieldguide once it has been printed, and the ways in which the guide will be used to promote biodiversity conservation.The intended audience/s for the guide should be clearly identified, as well as the approaches that will be used to reach these different target groups.

This section should also describe a proposed pricing strategy for the fieldguide. For example:

§ How many copies will be provided free-of-charge? To whom?
§ How many copies will be sold at subsidized prices, at cost price, or at a profit? To whom?
§ How will any proceeds be utilized?

The Bank is especially interested in sustainable financing strategies and the way in which any proceeds from the guide will be ploughed back into reprints or other conservation initiatives.

Administration and Management
This section should describe the administration and management arrangements for the proposed fieldguide. In particular, it should identify which organizations/staff will be responsible for overseeing the work, implementing activities, submitting progress reports, and maintaining accounts. Finally, this section should identify a 'focal point' for future correspondence (including relevant contact details).

Budget
The budget should be presented in US dollars and should include all costs associated with the production of the proposed fieldguide, including:

§ preparation, translation, review, editing and formatting of the text;
§ preparation of illustrations;
§ colour separation;
§ printing;
§ payment for use rights for text, illustrations and colour films from existing publications (if necessary);
§ dissemination;
§ management overheads (limited to a maximum of 10%).

We expect proposals to be between $10,000 -20,000, and no proposals in excess of $20,000 will be entertained. Co-financing arrangements are strongly encouraged.

Work Plan
A short work plan should be included, indicating the timing of the different production steps, bearing in mind that all arrangements for printing contracts must be in place by March 31, 2006 to allow for final disbursements.

Director of the IABIN Secretariat

I am pleased to inform you that the World Bank's Board approved the "GEF
Trust Fund Grant to the Organization of American States - Building the
Inter-American Biodiversity Information Network (IABIN)" on June 29th,
2004. It was previously approved by the GEF Chief Executive Officer. IABIN
will receive $6 million from the Global Environment Facility (GEF) towards
the $35-million, 5-year implementation project. (The Project Implementation
Plan that is the basis for this grant may be found at www.iabin.net.)
Co-financing of $28.9 million has been identified from 76 regional or
national institutions and programs. Agreements with the primary
biodiversity informatics institutions throughout the Americas were forged
based on data-sharing priorities of these institutions and mandates from
the first three IABIN Council Meetings.

The next step is to declare the project effective, which will happen as
soon as the Bank receives the Operational Manual from the OAS and finds it
to be satisfactory. The first disbursement to the OAS will then allow the
project to begin.

The OAS, as Executing Agency of the GEF grant, will now begin to recruit
for the key positions to be filled. The recruitment announcement for the
key position of Director of the IABIN Secretariat, to be based at the City
of Knowledge in Panama, will be posted in a few days on the IABIN Web site
and this listserv (IABINFriends). Procurement opportunities
will be posted on the IABIN Web site and announced in the publications
"Development Business" and "DG Market".

Huber and his team at the OAS, Elaine Fisher (Vice Chair of the IABIN

Fallgeschichten - Case Studies

Liebe Kollegen, wenn man etwas erklären möchte, verwendet man gerne Beispiele. Dies gilt natürlich auch im Umgang mit 'Entscheidungsträgern', also Menschen in Förderinstitutionen, Behörden, aber auch in Firmen.

Derartige Fallbeispiele sind extrem wichtig, um die Entscheidungsträger von der Wichtigkeit und Notwendigkeit der Taxonomie, auch als praktische Wissenschaft, zu überzeugen. Hier habe ich einige dieser Fallbeispiele zusammengestellt.

Natürlich können Sie Ihre Geschichte auch an uns senden!!

Dear Colleagues,

in order to convince decision makers (and colleagues) about the importance of taxonomy we collected a number of so-called case studies. They summerize in which cases taxonomic knowledge and experience made a difference and could save lifes of man and livestock or thousands and millions of Euros.

Based on an initiative of the 3GTW (3rd Global Taxonomy Workshop) held in Paris in February 2003 we compiled and wrote a number of these studies to be used as widely as possible. If you know further examples, write to us!

Hamdallah Zedan, Executive Secretary of the CBD notified all Parties on 18 December, 2003 of the theme for International Biodiversity Day 2004: Biodiversity: Food, Water and Health for all, noting that it was chosen to reflect the CBD's firm commitment to achieving the Millennium Development Goals. NEUES AUS DER PRESSE

Liebe Kollegen

unsere taxonomisch-systematische Forschung hängt ja ganz entscheidend von unseren Sammlungen. Die Sammlungen wurden über die letzten Jahrhunderte mit Tieren, Pflanzen und anderen Organismen aufgebaut wurden, die in den meisten Fällen nicht hier aus der Gegend kommen, sondern aus den Ländern, die man heute als "biodiversitaetsreich" bezeichnet.

Aus verschiedenen Gründen wird heute auch immer wieder ueber die Rückführung von Sammlungsmaterial diskutiert, wobei als Kompromissformel in den entsprechenden Dokumenten des "Übereinkommens über die biologische Vielfalt" von "Repatriation" (Repatriierung, Rückfuehrung oder Zugänglichmachung) der Information gesprochen wird. Diese Probleme haben auch in den Entscheidungen zu "Access and Benefit Sharing" und der "Bonn Guidelines" niedergeschlagen und betreffen auch den Austausch von wissenschaftlichen Material.

Eine unabhängige Organisation, die ganz direkt mit derartigen Fragen und praktischen Lösungen auseinandersetzt ist GBIF (Global Biodiversity Information Facility, http://www.gbif.org ). Die Facility hat nun einen Erfahrungsbericht vorgelegt:
