Hintergrund: Die Global Taxonomy Initiative und die Nationale Kontaktstelle

Die 'Global Taxonomy Initiative' (GTI) ist ein Programm der 'Convention on Biological Diversity' (CBD), die auch als 'Rio Konferenz von 1992' oder 'Umweltgipfel von Rio de Janeiro' bekannt wurde. Die 6. Vertragsstaatenkonferenz der CBD verabschiedete in der sogenannten 'COPVI/8 Decision' offiziell das Arbeitsprogramm der GTI 2002 in den Haag, NL.

Jeder Vertragsstaat hat sich mit der Annahme des GTI-Arbeitsprogrammes zur Einrichtung einer Nationalen Kontaktstelle ('National Focal Point') verplichtet. In Deutschland wird der Aufbau der Nationalen GTI-Kontaktstelle vom Bundesamt für Naturschutz (BfN) mit Mitteln des Bundesministeriums für Umwelt, Naturschutz und Reaktorsicherheit (BMU) gefördert.

Die Ziele der GTI sind die Förderung biosystematischer bzw. taxonomischer Kapazitäten weltweit. Damit soll der Mangel an taxonomischen Kenntnissen und ausgebildeten Taxonomen behoben werden, der eine globale Umsetzung der Ziele, d.h. den Schutz der globalen Diversität und deren Nachhaltigen Nutzung, der CBD behindert.

Das GTI Arbeitsprogramm soll folgendes leisten:

1. Die Umsetzung des Strategischen Plans der CBD (in Vorbereitung) [im Original: To contribute to the implementation of the Convention's Strategic Plan (in preparation]

2. Die Setzung von Hauptzielen mit klaren Ergebnissen und Mitteln und Wege durch die diese Hauptziele erreicht werden können [To set operational objectives with clear expected outputs and ways and means through which to achieve the set objectives]

3. Die Zurverfügungstellung von Prinzipien zur Auswahl der Hauptziele, mit Möglichkeiten der Weiterentwicklung des GTI Arbeitsprogramms [To provide the rationale for the choice of the operational targets, with indications of opportunities for further elaboration of the programme of work]

4. Bereitstellung eines Leitfaden für alle an der Biodiversität interessierte Gruppen über bestimmte Ziele, zu der sie einzeln oder gemeinsam auf lokaler, nationaler oder internationaler Ebene, beitragen können [To serve as a guide to all biodiversity stakeholders on specific objectives to which they can contribute individually or collectively, at the local, national or international level]

Das offizielle GTI-Arbeitsprogramm umfasst 5 Hauptziele, die in internationaler Kooperation der jeweiligen Vertragsstaaten umzusetzen sind. Dazu gehören auf internationaler Ebene:

1. Hauptziel (Operational objective 1):

Bestimmung des taxonomischen Bedarfs und der Kapazitäten auf nationaler, regionaler und globaler Ebene für die Umsetzung des Übereinkommens über die biologische Vielfalt [im Original: Assess taxonomic needs and capacities at national, regional and global levels for the implementation of the Convention]

2. Hauptziel (Operational objective 2):

Die Bildung und Erhaltung menschlicher Ressourcen, Systemen und Infrastruktur unterstützen, die benötigt wird, um biologischen Sammlungsobjekte, die die Basis taxonomischer Arbeit bilden, zu erhalten, einzuordnen und auszuwerten [Provide focus to help build and maintain the human resources, systems and infrastructure needed to obtain, collate and curate the biological specimens that are the basis for taxonomic knowledge]

3. Hauptziel (Operational objective 3):

Die Förderung von Infrastruktur bzw. von Systemen, die den verbesserten und effizienten Zugriff auf taxonomische Information ermöglicht. Der Schwerpunkt liegt in der Sicherstellung des Zugangs zu den die Sammlungsobjekte betreffenden Informationen, insbesondere durch die Herkunftsländer [Facilitate an improved and effective infrastructure/system for access to taxonomic information; with priority on ensuring that countries of origin gain access to information concerning elements of their biodiversity]

4. Hauptziel (Operational objective 4):

Die Bereitstellung bzw. Verfügbarmachung von Informationen für die CBD Themen, die zur Entscheidungsfindung in Naturschutz und nachhaltiger Nutzung der biologischen Diversität und ihrer Komponenten / Teile benötigt wird. [Within the major thematic work programmes of the Convention include key taxonomic objectives to generate information needed for decision-making in conservation and sustainable use of biological diversity and its components]

5. Hauptziel (Operational objective 5):

Die Bereitstellung bzw. Verfügbarmachung von Informationen für CBD Querschnittsthemen, die zur Entscheidungsfindung in Naturschutz und nachhaltiger Nutzung der biologischen Diversität und ihrer Komponenten / Teile benötigt wird [Within the work on cross-cutting issues of the Convention, include key taxonomic objectives to generate information needed for decision-making in conservation and sustainable use of biological diversity and its components]
